That appears to be an old (2002) mailing list message, which probably
won't be removed. Your message similarly appears there
(https://www.cygwin.com/ml/cygwin/2019-05/msg00038.html).
The original page seems to have been archived at
https://web.archive.org/web/20020203044336/http://www.xav.com/perl/lib/Pod/perlfork.html.
As best I can tell, it's also not a compromised site, but instead just
the original site expired and a payday loan company by that name
purchased the domain. So it's probably not worth worrying about.
