lcircle10.tfm is provided by texlive-collection-latex:
$ kpsewhich lcircle10.tfm
/usr/share/texmf-dist/fonts/tfm/public/latex-fonts/lcircle10.tfm
$ cygcheck -f /usr/share/texmf-dist/fonts/tfm/public/latex-fonts/lcircle10.tfm
texlive-collection-latex-20170412-1
Do you have texlive-collection-latex installed?
