It looks like you've either failed to install base-files, or it hasn't
installed correctly.  While you may be a veteran, that doesn't mean it
wouldn't have been useful for you to include cygcheck output per the
Problem reports link -- the cygcheck output would let you/us see what's
happened to that package on your installation.
