Install directory can be seen using:
$ reg query HKLM\\SOFTWARE\\Cygwin\\setup /s
or
$ echo $( < /proc/registry/HKEY_LOCAL_MACHINE/SOFTWARE/Cygwin/setup/rootdir )
and the package directory using:
$ fgrep -A1 last-cache /etc/setup/setup.rc
--
