Oh, I just saw your âor laterâ bit.

Unfortunately, I canât find the Windows 10 EULA, and the usual primary sources donât talk about processor/core limits at all.  Perhaps they have finally given up on such silly limits?

If so, then one could actually build a 65+ logical core Windows 10 box.
