Fixes are in snapshots, as well as test releases (currently 1.7.35-0.4)
which can be installed with setup*.exe.

Hmmm... https://cygwin.com/faq-nochunks.html#faq.setup.snapshots says:

You cannot use Cygwin Setup to install a snapshot.

Hmmm... maybe you should try to read Yaakov's entire sentence?

It is not clear from Yaakov's sentence that the phrase "which can be installed with setup*.exe" applied to test releases, snapshots or both.
