In fact, "load" loads a full registry hive of a user into the registry, and its mirror operation is "unload", which unloads a user hive from the registry. The bug here is that "save" has no mirror operation in regtool at all. It's a bit puzzeling. There should have been a "restore" operation but nobody ever implemented it.
