current rsync package is 3.0.9-1, so I assume also that
you have not the latest version also of cygwin dll installed

A similar issue was seen long time ago
https://cygwin.com/ml/cygwin/2013-11/msg00021.html
but not in recent cygwin release, for what I can remember.

I bet the game is using Rsync as auxiliary tool only.
