I noticed an anomaly within both 32bit and 64bit distributions of OpenSSH. The package maintainer inadvertently placed the architectures in their opposition. At 1st glance I thought I had clicked the wrong icon thinking I was using 64bit within 32bit's space, and vice-versa.
The latest OpenSSH package from both 32 and 64 bit resources displays the following:

In conclusion: 32bit OpenSSH is in Cygwin64, and 64bit OpenSSH is in Cygwin32.
The reason both worked is because I'm running 64bit Windows. If I was running 32bit OpenSSH will generate an immediate error.
IMHO I'd do a sanity check for both architecture distributions to ensure 64bit packages are not embedded within 32bit environment.
