cli unattended installation broken

Hi,
i have problem to install cygwin using cli, i am using the newest
setup.exe (32/64 doesn't matter)
setup-x86_64.exe --help
Starting cygwin install, version 2.829
setup-x86_64.exe -s http://mirrors.kernel.org/sourceware/cygwin/ -R
C:\cygwin -a x86_64 -q -l C:\cygwinpackages -N
This will start to download and install the default packages and raise
an error running '/etc/postinstall/000-cygwin-post-install.sh'
bash.exe - System Error
The program can't start because cygintl-8.dll is missing from your
computer. Try reinstalling the program to fix this problem.
If i add '-P libintl8' parameter to the cli setup, cygintl-8.dll is
present but now there are other dll's missing (libiconv2,
libncursesw10, libgcc1, libattr1, ...)
Same problem adding openssh package: I can't run ssh-host-config (next
error csih and all other dependencies are missing (cygrunsrv, ...)
If i run setup in gui mode, everything is working fine and all
dependencies were downloaded and installed.
Any suggestions or ideas why this is happen? I always run this command
but since 1-2 weeks it's not possible anymore.
