could you also try:
- latest snapshot from http://cygwin.com/snapshots/
I installed cygwin1-20130516.dll : same problem.
- a stream line PATH
(Please excuse-me, I don't undertand what it is.)
As long as we can live with 1.7.17-1 cygwin1.dll, it's OK...
