Is there an especially good reason xemacs-tags can't depend on ctags, and get its ctags.exe from my package?

Or, is there something special about Xemacs ctags that's worth preserving?

Or, maybe ctags.exe should just be removed from the Xemacs package. Doesn't Emacs want you to use etags anyway?
