Likely because /usr/i686-w64-mingw32/sys-root/mingw/bin is not in your
$PATH. You can either compile it statically (so the shared library is
not required), add the path I mentioned to your $PATH, or copy
libgfortran-3.dll to the same path as hello.exe.
