  I think "uname -r" will get what you are after here.  This is what I have:

$ uname -r
1.7.7(0.230/5/3)

> $ cygcheck -p 'make'
> cygcheck: unable to contact cygwin.com site, InternetOpenUrl() failed: The opera

> ?(win32 error 12002)

I get this as well.
