John,
newlib (cygwin libc-like library) has not the complex type,
however on cygwin complex numbers are supported by
the gcc/g++ compiler
/usr/lib/gcc/i686-pc-cygwin/4.3.4/include/c++/complex.h
what are exactly your needs ?
