problem with dblatex

Hello,
I have a fresh install of cygwin and I am trying to use dblatex (I
should also say that I am a new user of cygwin).
I have installed dblatex and tetex, but:
- first, with dblatex:

I can't find the format file `pdflatex.fmt'!
