Does xfce have a configure script? If so, did you run it?

If you're just trying to get a binary version for Cygwin, you might want
to just point 'setup.exe' as <http://sourceware.org/cygwinports/> and grab
a pre-compiled version from there.  Keep in mind that this isn't a site
supported by this list so if you run into problems, direct your questions
there rather than here.
yes, it has, but it runs without any problems. follows its output:

This seems only somewhat related but why are DOS-style paths being used?
