I've made a new version of 'texinfo' available for installation. This
is the most recent version of texinfo available from ftp.gnu.org + two
fixes.
One fix is to avoid the SEGV reported here:
http://cygwin.com/ml/cygwin/2009-03/msg00939.html
The other fix is to properly install the texinfo documentation that was
missing from the previous release.
