If I understand, you're trying to compile wpa_supplicant for use by windows? That's pretty weird...I'd post to this to the wpa_supplicant mailing-list/team. They probably can help you better. AFAIK if_arp.h is part of the linux/bsd kernels only. But, if you're trying to compile targeting windows, getting the kernel source is probably the wrong way to go.
