Until that very welcomed patch is applied, you may choose among three ways 
(not so correct) to get ffmpeg on cygwin:

a) Inline llrintf()

b) Leverage MinGW's implementation:
http://ffmpeg.mplayerhq.hu/general.html#SEC16

c) Get the binaries from Cygwin Ports:
http://cygwinports.dotsrc.org/
