This has nothing to do with Cygwin. Windows provides a route command,
and it's documented in the manual:
<http://www.microsoft.com/resources/documentation/windows/xp/all/proddocs/en-us/route.mspx>.
This should work fine from a Cygwin prompt; if it does not you probably
have a problem with your PATH. In any case, Cygwin doesn't have
anything to do with how the underlying operating system implements
TCP/IP, and any commands you'd use to manipulate it are part of Windows
not Cygwin.
