This is probably a problem with $PATH when not running an interactive
shell, like this:
$ echo $PATH
/usr/bin:/usr/local/bin:/usr/bin:/bin:/usr/X11R6/bin:/cygdrive/c/WINDOWS/system32:/cygdrive/c/WINDOWS:/cygdrive/c/WINDOWS/System32/Wbem:/bin
$ type hostname
hostname is /usr/bin/hostname
$ ssh localhost 'echo $PATH'
/usr/X11R6/bin:/cygdrive/c/WINDOWS/system32:/cygdrive/c/WINDOWS:/cygdrive/c/WINDOWS/System32/Wbem:/bin
$ ssh localhost type hostname
hostname is /cygdrive/c/WINDOWS/system32/hostname
