Please do not reply to messages to unrelated threads -- doing so breaks
threading.  If you have a new message to post, just post it.  Changing the
subject is not enough.

Yes, this subject has indeed been discussed before.  In fact, it's a FAQ:
<http://cygwin.com/faq/faq.using.html#faq.using.chmod>.

The short of it is: you're out of luck with FAT32.  Your options are
changing the filesystem or changing the code to skip the check.
