The components you need are actually defined by Tor, so the proper place to ask this question is in a Tor forum. A quick look at the build instructions there suggests you need libevent, openssl, and zlib (plus their -devel counterparts) to build. You can find all of these minus libevent already packaged for you to use in Cygwin. If you're not sure how they are named and what they contain, see <http://cygwin.com/packages/>. Otherwise, just rerun "setup.exe" and install them.
