Thanks for the report. I fixed it in CVS. Check out the next developer
snapshot from http://cygwin.com/snapshots/
ping now seems to drop all but the first packet.
% ping localhost
PING tela (127.0.0.1): 56 data bytes
64 bytes from 127.0.0.1: icmp_seq=0 ttl=128 time=2 ms
----tela PING Statistics----
5 packets transmitted, 1 packets received, 80.0% packet loss
round-trip (ms) min/avg/max/med = 2/2/2/2
