It is available in setup.exe, just change the version until you get the one you
want (only one back and one forward (a.k.a. experimental) version is usually
available for most packages).

If it's a released version and Cygwin has nothing to do with these alleged
problems, it would be better to complain to the vim developers, and better have
some proof and not just statements as the above.
