/usr/bin directory empty

I installed the cygwin tools for the first time today. When I tried to
run the "man" command, for example "man ls", I got the message:

sh: /usr/bin/gunzip: No such file or directory
fgets: No such file or directory
Error reading man page /usr/share/man/man1/ls.1.gz
No manual entry for ls

I looked in /usr/bin and the directory is completely empty. I also
could not find gunzip (or gzip) in my cygwin directory structure. My
man page directories are populated and I did find
/usr/share/man/man1/ls.1.gz.

Any suggestions on how to fix this will be appreciated.

Thanks,
Greg
