It was from the cygwin-free W98 machine. Here is the output from the PC with
cygwin installed (but remember that I had to do this from a Windows command
line box, not from the cygwin shell where it won't work):

See the warning above. You'll be in much better shape if you get rid of
the copied DLL from the system directory. No, I don't expect this to
fix all your problems but it will prevent new ones in the future.
