The 'sunrpc' package contains the headers and libraries that implement
the xdr_* functions, I believe. The Cygwin package search page
<http://cygwin.com/packages/> should be where you find this out
yourself. For example entering "rpc/xdr.h" in the search box would have
narrowed it down.
As with every Cygwin package, installation is done through the setup.exe
program.
