gpg: fatal: zlib inflate problem __ when decrypting pgp files

Gpg decryption is failing with error message:

gpg: fatal: zlib inflate problem: invalid distance too far back
secmem usage: 1632/2748 bytes in 4/8 blocks of pool 3136/32768

This is a new install of cygwin on new Win 2003 Server using:
Zlib 1.2.2-1
Gnupg 1.4.0-2

I've tested files from 2 different sources, both encrypted with PGP,
both fail same way. Files decrypt successfully on different machine with
older versions of cygwin and packages.

Any suggestions greatly appreciated!
