Use the mount command.
mount -f -s -b "C:/cygwin/bin" "/usr/bin"
mount -f -s -b "C:/cygwin/lib" "/usr/lib"
mount -f -s -b "C:/cygwin" "/"
Presumably this standalone openssh is in fact a bundle of cygwin ssh exe
plus the dll?
