Cygwin has a libiconv package, which you must have overlooked.
$ iconv --help
Usage: iconv [-c] [-s] [-f fromcode] [-t tocode] [file ...]
or: iconv -l
$ which iconv
/usr/bin/iconv
$ cygcheck -f /usr/bin/iconv
libiconv-1.9.2-1
