can not create a multi-volume archive using tar

Sometime I need to move data between unix machines and win2k. I know, that cygwin can use raw drives, so 'tar -cvf /dev/fd0' can do a work for me. But this command does not work correctly with files which is bigger then 1.4MB -- it can not write data to diskettes as multivolume.
Did anybody try that multi-volume archives?

Al.
