In most shells, "~" expands to your home directory, a.k.a. "$HOME".  So,
~/.inputrc is the same as $HOME/.inputrc (and, if you use the default
$HOME values from /etc/passwd, same as /home/$USER/.inputrc).  This, BTW,
is not Cygwin-specific.
