The "default" option in setup means "upgrade it if I already have it and
it is out-of-date." So, maybe you asked for it but didn't know it?

Did setup ask you to reboot? Try it. Your problem may then disappear :).

Simple. Try the above first. If that doesn't work, search your entire
hard drive[s] for cygwin1.dll, and remove the one that is not in \bin.
