Bruno,

/var/log/wtmp should be created by the cygutils package postinstall
script:

$ pwd
/etc/postinstall
$ grep wtmp *
cygutils.sh.done:if [ ! -f /var/log/wtmp ] ; then \
cygutils.sh.done:  touch /var/log/wtmp ;
$

FWIW, I agree that if proftpd requires /var/log/wtmp, its postinstall
script should attempt to create it (if it's not there).
