When you run configure, what options do you use? Here's what I use:

configure  --prefix=/tools/local \
           --site-prefixes=/tools/local \
           --package-path=/tools/local/lib/xemacs/packages  \
           --cflags='-O3' \
           --without-x11 \
           --with-msw \
           --with-dragndrop \
           --with-xpm \
           --debug=no \
           --error-checking=none \
           --pdump
