To quote from the subscription response that you received:

"Subscription requests that are not accompanied by this additional
information or which ask to be exempted from any of the above conditions
may be silently ignored."

Ignoring people who ask for special dispensation is specifically why I
added this clause.  I was tired of people who wanted to debate me about
why they thought they should be allowed to lurk or should be allowed to
join without realizing all of the criteria for joining.  However, since
this is the third time you've asked, I guess I have to reply.

You indicated that you couldn't sign a release for any code that
you contribute because you have to be more familiar with cygwin.
Basically, I am not convinced that your motivation for joining
cygwin-developers is anything other than to ask about problems that
you've had trying to build cygwin.  cygwin-developers isn't supposed
to be a training ground.  You can use the cygwin mailing list for that.
And, you can use cygwin-patches to submit patches as well.

This is an open source project.  You don't need access to the hyper-secret
cygwin developers cabal to be effective.
