Not currently. It should be trivial to build one using the setup sources
though. Note that the new version of setup also supports the 

'Depends: package [(<< | >> | <=; | >= | < | > version-identifier)][,
package ...]'

syntax, which is much more flexible than 'requires: package[
package...]'
