Correct.  Just use cygipc 1.11-1:

    http://www.neuro.gatech.edu/users/cwilson/cygutils/cygipc/cygipc-1.11-1.tar.bz2

Do not shoot the messenger, but there was a change between 1.11-1 and
1.13-2 that prevents backwards compatibility.
