Cygin GCC errors with multiple users


Hi,
 
I have been having problems with a Cygwin install in Multiple user environments.
 
I have installed the latest package from the mirror.aarnet.edu.au
 
The package is installed as an Administrator and it runs fine.  I am able to complile without any errors.
 
However when I try it with any other account I keep getting: cannot exec 'cc1'
 
If i add the path to the folder that contains this file it will work though then it is unable to find crt0.o
 
If I copy this file to the directory that contains the .c file i am trying to compile it works though then it is unable to find another .0 file.
 
As I have said above the program is intially installed as Administrator, though when a user tries to comile it returns the errors above.
 
I have tried setting the env variable to include the above paths, i have tried giving full control over the cygwin folder, i have tried running it as domain administrator though it still returns the above errors.  I have tried using an older install though it returns the error that i cannot find  'at' file
 
I have also searched the news/mailing lists and it would seem that all that is listed is check the sym links or reinstall, i have tried to reinstall several times though it still comes up with the same error.  When installing i always select install for all users.
 
The staff member that requested the software has had a look and he is also at a loss as to what the problem could be.  About the only thing that he could find that was different when using the program is that as the user that installed the program when run it comes up with the different specs file.  When running as a normal user when it dosnt work, it comes up with Using default specs or something similar to that.
 
Specifications of the install are:
Windows XP SP1, 
Other C programs installed include: Borland C++, Matlab 6, VB.Net
Cygwin Installed as Administrator
Everyone using the PC's are assigned default User account.
 
Can someone please shed some light as to why it will only work under the account it has been installed as, and not work under any other account.
