Indeed. But I found the cause. For security we remove a lot of permissions
from the default windows install. For example we remove Everyone permission
on C:\. Well, you'd better create a directory c:\cygwin manually and
give it the default windows permissions before installing the Cygwin
environment, or you'll get very strange results...
