i set CYGWIN in /etc/profile and the control panel to
export CYGWIN="check_case:adjust nostrip_title"
CYGWIN check_case:adjust nostrip_title
respectively. i still have the same bizarre behavior.

'which tcsh' returns
/usr/bin/tcsh

oops! i did not see the space. 'cmd /c "dir temp*"' works
