Keyboard problems

I have installed Cygwind 1.3.12 and subsequently X-Win32 and xfig binary
file 3.2.3d onto my HP Pavilion laptop.
Upon running xfig, the program did not recognize the right click of the
mouse (touch pad) on my computer.
Later, I ran emacs and it did not understand C-x C-c to exit.
From the archives, it appears that I may need to set the tty environmental
variable. Yet, I cannot figure out how to actually set this variable to
enable such things to be recognized. My inability to find the solution in
the archives may be a matter of not knowing exactly what to search on...but
nonetheless, my background work has proven quite limited results.
Anyone's advice would be most appreciated.
