I installed this update yesterday, upon discovering it on my mirror of choice.
Now "uname" reports:
% uname -a
CYGWIN_NT-5.0 CLEMENS 1.3.12(0.54/3/2) 2002-07-03 16:42 i686 unknown
I don't know how to interpret the parenthesized bit after the "1.3.12."
However, I can pretty well see the July 3rd part.
Based on the "Properties" dialog for "cygwin1.dll," the "File version" is
"1003.12.0.0," the "API Verison" is 0.54, the "BuildDate" is July 3 at
16:42, the "Product Version" is 1.3.12 and the "SharedMemoryVersion" is "3".
The local file create and mod dates for "cygwin1.dll" are (resp.):
Yesterday, August 02, 2002, 14:01:38
Wednesday, July 03, 2002, 13:44:58

Especially the part about:
"The /usr/info/lib?.info* files have also been moved from the cygwin package
to the cygwin-doc package as of cygwin-1.3.12-3 (this was the only
change between cygwin-1.3.12-2 and cygwin-1.3.12-3)."
I don't know about the file date, check the API version numbers (uname -a),
the part in parenthesis after the 1.3.12.
