One thing to do here is to go to http://cygwin.com/packages/ and find which
packages each of these missing commands come from, and download/install
them. Then try again (and again, etc.).

Umm . . . I just checked on that page for aclocal, as an example, and it
gave you rather too many hits -- mostly irrelevant. So perhaps the best
approach would be to download all the packages in the devel category (or, if
you can, every package simpliciter).

I can't give you any advice with the rest of your problems but I hope this
helps some.
