1. Make sure you're using the latest cygwin dll
2. read this:
  /usr/doc/Cygwin/cvs-1.11.0.README (especially the "Port Notes" section)
3. read this:
   http://www.cygwin.com/ml/cygwin-announce/2000/msg00080.html
(especially the URGENT WARNING section)
