process privileges problem on win2k with htdig

hi

i am trying to get htdig to work on my windows 2000
server. i got jim kerslake's guide and followed the
instructions. the build worked fine - using cygwin
logged on as administrator. htdig works fine.
htmerge works fine. these apps are all launched when
logged on as administrator (in win2k). htsearch works
fine from the command line.

BUT (and it is a big but folks)

when my html page does a post to htsearch.exe a bizaar
error occurs. htsearch returns a message saying the
config file isn't found. now this is just a front for
something far more sinister. everything has the right
permissions. i have been working on this for weeks
now - and i know it's not that. the ONLY way of
getting it to work is to change the user that iis (ms
webserver) uses to authenticate anonymous http
requests to administrator. then everything works
fine. nothing else works. even if i set the default
iis user to be a member of administrator it doesn't
work. so it's not standard win permissions.

something on the cygwin site seemed promissing. the
part of the documentation on "NT Security and the
ntsec usage".

www.cygwin.com/cygwin-ug-net/ntsec.html

there is a section on process privilages and details
about processes started under the control of cygwin.
i guess htsearch falls into this braket since it links
to the cygwin1.dll & cygz.dll.

does anyone know a bit about process priveleges to
clarify things in the docs (that seem quite hard to
understand) or has anyone managed to get htdig to work
with win2k or had any similar problems.

*please* help me before i go mad.

dave.
