Can't change password

I want to log in as another user. Apparently 'login' is only for inetd's
use.
su and sudo aren't available - is Cygwin only a partial *nix workalike?
passwd doesn't complain when I try to change another user's password, but
how can I log in as them? I always get a message telling me the password is
incorrect. I try specifying the NT password, but that doesn't work either.
