logrotate, NT, open files


Hi cygwinners,
I like the logrotate program on linux and UNIX very much. Is it available with
cygwin?
How will it behave with the regular NT problem of logfiles being
open by other prcesses? Eg. doing in a DOS shell
echo >afile.log
The process cannot access the file because
it is being used by another process. 

Simple tests I have carried out in the bash like 
>afile.log
The bash seems not to have the same problem as the DOS shell. The logfile is 
emptied OK. Why is this behaviour different?
